January 2004

Welcome & Index
Dear Kaipara Nurses

Change of Venue & Usual Meeting Date for 2004
The Nurse Project Meetings have become so popular that at the November one there was standing room only, so we have had to look for a bigger venue, hence the move to the Conference Room at Community Health.

For 2004, the usual meeting date for this meeting will be the first Wednesday of the month, 12.30—1.30. It may be a good idea to diarise these dates now.

Distribution of the Korero
Over 80 copies of the Korero were being distributed monthly—many by internal mail. In an effort to streamline production, give the photocopier a rest, and reduce costs (!) it has been decided to send a few copies to each service for general distribution. Those that have been mailed out to nurses off site will still be posted.

Previous Minutes: M/S Rhonda/Kath that the minutes be accepted Carried

Matters Arising:
· Cervical Smear Takers Course – Confirmed for 24th – 26th Feb 04 at Daffodil House (Cancer Society), Whangarei. Grant has been extended so Northland nurses can take advantage of this course. Cost of $750.00 (either by the individual or the employer) payable upfront, and reimbursed upon successful completion.
· Massey Visit – was successful. They are keen to come again closer to the next intake, and are also interested holding workshops here if requested.
· Paediatric Nurse – Applications close Friday. It is to be based in Kaipara and has been extended from 2 days to 3.
· PHC Nurse Needs Assessment Questionnaire/Diary - See Business

Business:
Questionnaire/Diary – 10/33 were completed. A report on the findings is not ready today as Julie is planning a more in-depth study of the results, which will be ready for presentation in the New Year.
The names of the 10 people who completed the survey were put into a hat, with 3 being drawn for prizes of $50.00 Pharmacy Vouchers, along with a soft toy. Winners were: Cherry Waldron who chose the lion
Geraldine Sanderson who chose the elephant
Laurene Tahu who was left with the monkey!
NDHB/Te Tai Tokerau MAPO PHC Rural Scholarships – A one off amount of $45,000.00 is being put towards these scholarships, with an application closing date of February 5th. Applications and eligibility criteria are available from Julie & Jenny James, Manager Northern Rural Nursing and Allied Health Professionals Consortium PH/Fax (09) 407 33

Discussion on this scholarship led to queries on what scholarship resources are available for Nurse Leaders/Managers?
It was felt that this group could research opportunities for these Leaders/Managers.

Nurse Referral Form- Julie has shared the form with the other Northland NIL’s who have been looking for a similar form. This resource sharing may result in a regionally wide form (i.e. logo changes, but form the same).
Rachael presented a one page version Mark VII (!) for consideration. However, as the form was approved at the October meeting, it was decided to keep it on file for next years review.

Direction for the NPG for 2004 - The group’s activities have evolved, with the vision and agenda having changed over time. The history of the group is written up in the original project. Suggestions for a new direction in 2004 include:
· An overnight Primary Health Care team building workshop, to format the direction i.e. MERLINS. Julie explained that this concept is a strategy used to ID the future of a group by having a vision of the ideal service within 3-5 years. The process of explaining to someone how this evolution took place will give the steps needed for the vision’s success. After discussion, it was decided that this was a good idea and justifiable. It is realised that barriers are breaking down, but working in silos is still the norm. Julie to investigate further and will looking for sponsorship for a workshop around March.
· Set a date for a review of the 2004 health calendar re a combined effort on key events (see Feb meeting date). If all services are mirroring the same message, the impact will be greater.
· Discussion on a problem for the public accessing GP’s after hours. Confusion re Healthline (triage) vs 111. Patients also presenting to the hospital a/hrs as they know a nurse is present who can contact a GP. This has staff safety implications. Jen & staff are currently auditing these presentations.
The key players are NH/DMC/Ambulance. Ideas included setting up a info magnet on the difference between the Healthline services and 111. DMC advising patients that all a/hrs calls go via Healthline. To be discussed further.

CBCP Portfolios – Audits will be held by “pulling names out of hats”. It was suggested that mini workshops be held to advise nurses on how to put their portfolios together. Rhonda informed the group that Chris Barlow from NZNO had offered to hold such a workshop. NZNO sell a portfolio folder for $15.00. The Nursing Council one is $20.00. Julie to investigate further.

Date for Meetings in 2004 – First Wednesday’s of the month – 12.30 – 1.30ish, a bigger venue to be looked at.

Meeting Closed: 1.45 pm

Next Meeting: 12.30, Wednesday, 4th February 2004. Venue TBA.

Welcome to 2004.

I hope you have all had a wonderful and relaxing Christmas break. The weather has been superb and now a little rain will be great for the gardens! 2004 is going to be an interesting year. I think there are many opportunities for making Kaipara a great place to nurse and, a great environment for Primary Health Care Development.

PHCN Survey
Thanks to all of the PHCN’s who took the time to complete the surveys which were circulated last year. 33 surveys were distributed to PHCN in Kaipara with 12 returned—i.e. 1/3 returned.

Three $50.00 Chemist vouchers were drawn for those who returned the completed surveys, with the winners being Cherry Waldron from Te Ha , (See photo) Geraldine Sanderson from Public Health and Laurene Tahu from District Nursing.

The feedback was valuable. Many nurses are happy with what’s going on, but others have made suggestions on how we can improve the health of this community.

Education for patients was identified as a priority in addition to shared, topic specific education sessions for nurses. These are the areas where work is already going on but can be developed further in a more collaborative and structured way. I.e. diabetes, obesity, and general lifestyle issues, particularly for young families. A copy of the report, or the executive summary, is available on request from me at KCI.

PHCN Workshop in Omapere
As a way of continuing the process of investigating what changes are needed and how they can be implemented, a free (to nurses) overnight workshop for Kaipara PHCN’s is being organised.

Venue: Omapere Tourist Hotel
Date/Time: After work on Monday, 5th April till
3.30-4.00pm on Tuesday 6th April

PHCN Workshop in Omapere (cont from previous page)
This collaborative venture between KCI, DMC, NDHB and Te Ha O Te Oranga O Ngati Whatua will be an opportunity to participate in the process of planning how the services should develop over the next few years to meet the changing needs of the community. We aim to welcome as many nurses as possible to participate. Please contact me or your manager if you would like to take part.

Kaipara Nurse Referral Form
Thumbs up to all nurses who contributed to the review of the nurse referral form. My colleagues in Whangarei and the Mid/Far North have asked if they could introduce this form to the PHCN in their area, and are now trialling it for their use. We may well have a consistently used, region wide nurse referral form on the way. I think this is an excellent example of a collaborative piece of work that has been developed by nurses for nurses (and other services!). Well done, it’s a great achievement.

So, what will Kaipara nurses do next?
My role is about facilitating innovative models of care. To start small is realistic, then build on successes—if you have a ‘seed’ of an idea, I would like to help you ‘grow it’. One of my strengths is an ability to be creative. So don’t think you have to have the whole jigsaw. “Great journeys start with one step!!!”

NZNO
In November’s issue of Kai Tiaki, there are some interesting articles that I think are relevant to us. In particular, on pg 13, Bridget Robson illuminates compelling evidence about the Disparities in Maori health. Rhonda Zeilinski, Team Leader from Te Ha, attended the Nursing Council Forum in October and heard Bridget speak. Rhonda reported back at the Project Nurses meeting in November on this talk and it is an issue which continues to demand responses which will positively impact on all New Zealanders as we are all affected by disparities in health, both as consumers, and providers of health services.

The late & highly respected Irihapete Ramsden said “What is there to fear in a healthy Maori population?
A simple yet thought provoking statement.

I have found the NZNO Library service to be excellent. Are you aware they have a daily News Bulletin which covers the major health issues of the day, both locally and internationally? Any of the items can be accessed through them, including articles from a range of nursing journals. For any of you studying (or not), this is be a very useful resource.

The Health Practitioners Competency Assurance Act
Was passed in September and will have major implications for nurses, in particular the development of ‘scopes of practice’ and the introduction of competence–based practising certificates (CBPC).
In summary, you will be required to:
Complete an application to practice
(This year for nurses the annual practising certificates will be $50.00, for midwives $100.00)
2. Maintain your professional practice by undertaking within the last five years a minimum of:
100 days (750 hours) of practice as a registered nurse.
10 days (75 hours) of professional development relevant to your practice
3. Demonstrate current competence in your area/scope of practice
4. Maintain a personal professional profile with details of your professional activities
5. Make a self declaration that you have met the requirements, and provide evidence if and when, requested for audit purposes
6. Undertake a return to practice programme if you have been out of practice for five years or more.

I have some user-friendly guidelines on developing your portfolios as well as ’Guidelines for CBPC for Registered Nurses’. Give me a call if you would like to have a copy of these.

I will be organising some shared learning sessions to cover those areas common to all of us e.g. Portfolios, and then following it up with some relevant sessions on topics related to your practice area. Massey University are willing to come and give educational sessions on topics of interest, please let me know if there are particular topics you would like covered.

Items from my report will be discussed at the February meeting, so please come along if you would like further information on any of the above.
