MINUTES OF THE NURSE PROJECT MEETING HELD ON WEDNESDAY, 3rd MAY 2006
AT 12.15PM, NURSES LOUNGE, COMMUNITY HEALTH, DARGAVILLE HOSPITAL

Presentation: By Bridget Lister and Amanda Bradley, NH Smokefree:
Northland has the highest incidence of smoking in New Zealand . A Kaipara Smokefree campaign is planned for June/July – dates still to be confirmed – through D & D News and internal memos. World Smokefree day is 31st May. Health Promotion messages will be displayed at DMC, Te Ha and in the hospital. Resources on handouts for a Smokefree Pregnancy and Smokefree Families distributed for perusal and feedback. Discussion on Affective Brief Intervention (3 hrs) and Quit Card Holder (2 days) Training – 9 to 20 people (community members ok) needed to run a training session in Kaipara. Zoe Tipa and members of Ringa Atawhai are currently the only Quit Card Holders in the area.

Business:
Rural Workforce Retention Funding:
Application for $10000.00 on behalf of this group has been compiled and sent in. A subcommittee will be reviewing all applications next week and make recommendations to the KCI Board at their May meeting.

Draft Terms of Reference:
Circulated with the Korero. Pam suggested some alterations that were agreed to. The TOR was then passed.

Northland NIL Positions:
NPHO’s and DHB have come to an agreement to extend the positions. However, the Kaipara position will be reduced to a .5FTE position. Now is the time for nurses to give feedback regarding the position description?
Cherry advised that she has not sent the letter of support for the positions to the DHB. Following discussion, it was decided that the letter still had relevance and should be forwarded as planned.

Nurse Position on the KCI Board:
Cherry will be away for 3 meetings. A number of nurses had expressed interest in filling in and gaining experience in her absence, unfortunately, none were able to be present at the meeting today (due to apologies, and one had to leave early). An election from this selection would need to take place, then the Board would need to approve the nominee who could then attend 2 meetings before Cherry returned. Alternatives would be for Cherry to either ask for a leave of absence of 3 months from the Board or resign and for the newly elected nominee to take her place for the remainder of this and next term - (to September 2007).

Following discussion, it was decided that going through a double election process (for the proxy position and in September again) would be a waste of time. And it was decided that Cherry will apply to the Board for a leave of absence.

Nurses Forum/Workshop:
This idea was raised by Julie on behalf of Jen. It was decided to leave this as an agenda item for the June meeting.

Field Days Presence:
Helen mooted the idea that a site at the Field Days be secured for 2007. Planning could then take place on how best to utilize it. HP funding may be applied for. Idea was carried. Helen agreed to see if she could book the site. It was suggested this proposal could be developed as an agenda item at the Nurses Forum

International Nurses Day:
Suggestions from last meeting re funding were voted against. Nurse Managers/Employers to decide on how best to acknowledge their staff.

Open Forum/Panui:
Michal Boyd (NP) is presenting workshops on Alzheimers in Northland on 22nd July.
Chris Perkins, Gerontologist, is presenting in the Kaipara on Wednesday 14th at 6pm and Thursday 15th June at the CART lunch time meeting. (all nurses welcome).

New Nursing Manager for Te Ha; Margareth Broodkorn,
The new nursing manager for Te Ha has been appointed, she is Margareth Broodkorn. Margareth is currently the Director of Nursing, Maori, at Auckland District Health Board. Margareth’s Powhiri will be held 19th June at Naumai Marae, at 10.00 All Nurses are warmly invited to welcome Margareth at her Powhiri.

Kaipara Care Inc (KCI) PHO Rural Retention Funding
The KCI Board approved the Nurses application for rural retention funding. The application was received very favorably by the subcommittee, they see this as a very positive development for rural nursing. $11,000.00 has been allocated for this year for professional development of the Kaipara nursing workforce. A safe and transparent process for managing this will be established with Kaipara Nurses.

Northland Nursing Innovations
Many of you will be aware that the 3 Nursing Integration Leader roles in Northland have been part of a national nursing innovation pilot project involving primary health care nursing from across New Zealand. 11 nursing innovation projects were funded by the Ministry of Health to explore and develop the contribution of primary health care nursing to improve the health of New Zealanders, and reduce health inequalities, the fundamental goal of the primary health care strategy.

Last week I attended the third and final nursing innovation evaluation workshop in Hamilton. This was attended by all 11 Nursing Innovation groups, the evaluation team and representatives from the Ministry of Health. The purpose of the workshop was to gather and collate information, learning’s / reflections about the projects. (Hindsight is a wonderful thing!)

In addition to seeing how the other innovation pilots have established new nursing models, met and overcome challenges and obstacles, networks and friendships have been established with many innovative, creative and intelligent nurses across the country. Many of these nurses are doing excellent work targeting families and population groups at risk and with high health needs.

In July this year the three year pilot concludes, evaluations are being written up and will be posted on the Ministry of Health web site. The Northland nursing innovation has been regarded as successful in terms of achieving its objectives, which included creating an integrated primary health care nursing service that helps reduce fragmentation and gaps in service delivery.

Northland District Health Board and the Northland Primary Health Organizations have agreed to fund the positions which are based within the PHO’s for a further 3 years. The positions will be
1 FTE in Whangarei (Manaia Health PHO)
1 FTE in the Far North (Te Tai Tokerau PHO)
.5 FTE (currently .8 FTE), in (Kaipara Care Inc PHO.
.5 FTE in the mid North (a role to share between Hokianga Health Trust and Kaikohe PHO). This is a very good outcome for Northland Primary health care nursing development.
