OCTOBER MEETING MINUTES
MINUTES OF THE NURSE PROJECT MEETING HELD ON WEDNESDAY, 6th OCTOBER 2004

Declaration of Successful Candidate: There had been a good voting return of approx 65%, with Cherry Waldron declared the successful candidate and becoming one of 4 new members nominated to the KCI Board. Deborah and Allison, the other nominees, were unable to attend today because of study leave commitments, however, both conveyed their congratulations and ongoing support.
Cherry responded by thanking everyone for electing her into the position.

Previous Minutes/Matters Arising:
MeNZB – Trish gave an update on the rollout of the MeNZB campaign for 6m – 5yr olds, starting on November 22nd 04 – 1st April 2005.
· Approx 850 children in this age group identified. Letters going out to parents in first week of November.
Optimum turnaround between the required 3 vaccinations is 6 weeks, however 4-8 weeks acceptable, so some may get their 2nd jab in before xmas. Fridge magnets with follow up appt dates distributed at first appt.
· 2 clinics daily (Morn & Arvo) to be held in Out Patients MWTF and held in TK and Ruawai on Tuesdays. TV/Video to be located in the OP clinic and funded from the SIA Outreach Immunisation Fund. Computer links directly to DMC have been established, thanks to NH IT Dept. Saturday morning clinics will be available at DMC – nurses wanted! Northern clinic starting in February.
· Auckland stats show 90-95% uptake from non-Maori and 40% from Maori, therefore Te Ha will establish their own clinics from the outset. They will be seeking funding direct from the DHB for this, or will be subcontracted by DMC.
· Cold chain process accredited, with vaccine fridges for DMC & Te Ha arriving next week.

Business:
· Feedback on training re Power Point Presentation has been positive.
· HP stocktake concluded, been recommended by the KCI subcommittee, and will go before the Board, who will then apply to the DHB for final approval.
· With Care Plus being rolled out by the PHO shortly, Trish and Julie have been considering bringing the TADS – Change Management/Motivation on Interviewing Techniques training (Goodfellow Unit, Auckland Uni) to Kaipara Nurses. A minimum of 12 participants required. Costs are high, however subsidisation via Consortiums could be applied for with additional support from service providers.

Discussion on clinical training needs followed. Many options available via the Learning Centre, Northland Health – open to outsiders for a fee. Other sources, sometimes at no charges, are also available. It was decided that a subcommittee from this group be formed to:
Identify training needs
Cost (if any) assessments
Discuss options and access with Northland Health
Approach consortiums re funding
Subcommittee members as follows: Julie Palmer, Judy Harris, Trish Crompton, Jen Udy, Glenis Turner, Cherry Waldron. Julie to co-ordinate a meeting date.

Julie has been co-ordinating lunch time learning sessions at DMC with visiting consulting specialists. Because Out Patient schedules change regularly, it is not feasible to circulate a calendar of speakers. Julie reminded everyone to please RSVP for catering as there have been occasions when there was not enough food. Attendance lists are the responsibility of individual nurses/employers. These sessions are held at DMC for the convenience of GP’s. Space often at a premium and it was suggested that stackable stools be purchased for use.
· Ann McKillop, Director of Nursing, NH—It was suggested that Ann be invited to attend this forum at some stage.
Facilitation of the October Meeting – Celeste Sherman will facilitate the November meeting.

This year, because of the Health Practitioner Competency Assurance Act (HPCA 2003) and the impact that it has on the role of the Nursing Council, (NC), a series of meetings have been held around New Zealand by the Nursing Council to promulgate the information that nurses need to know in relation to:

· Annual Practicing Certificates
· Scopes of Practice and Conditions
· Ensuring Continuing Competence

I attended one of the Forums in Auckland. The following is a précis of the important information I gleaned from the meeting. If however you would like more information, you can go directly to the Nursing Council website and have a read of all of the presentations which were delivered. The Nursing Council website address is www.nursingcouncil.org.nz

I found the meeting to be very valuable. I have asked if the Nursing Council would consider hosting a forum in Northland next year as I am aware there are many nurses in Northland who would welcome the opportunity to receive information first hand and to discuss with the Nursing Council the ‘hot topics’ on nursing.

The HPCA Act 2003 significantly changes the Council’s role in regulation to one of ensuring quality (competence) in practitioners.

The purpose of the Act is to:
Protect the health and safety of members of the public by providing for mechanisms to ensure that health practitioners (HP) are competent and fit to practice their professions.


KEY CHANGES
· Consistent regulatory framework for all
health practitioners
· Separate Midwifery Council
· Scopes of Practice
· Competency provisions
· Quality Assurance Provisions
· Multidisciplinary Disciplinary Tribunal
· This legislation covers 15 different health
professions (Omnibus Legisllation)

SCOPES OF PRACTICE
Under the HPCA Act 2003, the parts of the register
used under the Nurses Act 1977 are replaced with
Scopes of Practice. Restrictions on practice are
managed through CONDITIONS.

After consultation the Nursing Council has defined
4 Scopes and qualifications which came into force
on 18 September.
· Registered Nurse
· Nurse Practitioner
· Nurse Assistant
· Enrolled Nurse

ANNUAL PRACTISING CERTIFICATES (APC)
APC application forms will be issued on November 9th this year, please complete and return your APC ASAP.
One of the most important messages the Nursing Council wanted us to leave with was the need for nurses to return their APC applications ASAP.ie don’t wait till after Xmas.! Their workload is greatly increased this year and the time frames are shorter than usual. Another change is the way that applications for APC will be managed in the future; new certificates will be issued on a rolling cycle, depending on your birth date. There will be 4 dates throughout the year. The annual fee is unchanged at $50.00

At the Oct Nurse Project Meeting, a sub group was formed to plan professional development opportunities to ensure nurses are able to meet required competencies.

At the last project Nurse Group a sub group was formed to plan professional development opportunities for nurses in Kaipara to ensure nurses are able to meet the competency requirements.

NORTHLAND HEALTH NURSING ISSUES DAY

On Tuesday December 7th, Northland Health will be hosting a Nursing Issues Day, at the Learning Centre Maunu House, Whangarei Hospital.

All nurses in Northland are welcome to attend.

Annette Huntingdon, Chair of the Nursing Council will be giving an overview of the HPCA, in the morning and afternoon so that nurses who work shifts don’t miss out.

Professor Francis Hughes, Chief Nursing Advisor to the Ministry of Health and Professor of Nursing at Auckland University has also agreed to present at the conference.

The Registration form will be circulated within the next couple of weeks.
