Business:
Welcome: - To Aym who will be speaking to the group today on SKIP (Strategies with Kids, Information for Parents), and a big welcome back to Rhonda Zeilinski.

Presentation on the SKIP programme by Aym Wade- Co-ordinator: Funded by the Ministry of Social Development, this campaign will work with community groups to provide resources and training for parents and caregivers of children up to five years old. The campaign comprises:
a $3.7 million SKIP Local Initiatives Fund for community groups wanting funding for local positive parenting projects will be available over the next two years;
$4.4 million to strengthen and expand existing parenting programmes;
$1.8 million is being spent on the production of national resources to support the campaign, and $900,000 for
monitoring, research and evaluation.

An important aim of the campaign is to educate and encourage parents to use other forms of disciplining their children rather than smacking. Resources in the way of pamphlets, stickers, badges, videos, DVD’s, fridge magnets etc are available. Aym has funding for local initiatives to be held in all communities within the Kaipara District. She is also organising a “children’s day” in Te Awa gardens on October 30th.

KCI Board Member Nomination Result: - A number of nurses had given their support for Cherry to remain in the position and as there were no other nominations, Cherry will represent Kaipara nurses on the KCI Board for 2005/06. Congratulations Cherry!!!

Nursing Rep Report - Cherry thanked everyone for supporting her and talked about her role and experiences on the Board over the past year. She also discussed the ongoing problem of casual vs enrolled PHO patients who visit GP’s outside their PHOs and inadvertently become enrolled, only to be told when they return to their own PHO that they have to wait 3 months before they are entitled to the lower fees etc. It was pointed out that the Ministry’s expectation is GP’s should not wait for the next quarterly funding round, but allow the patient to access the cheaper fee as soon as they have re-enrolled.
Having returned from a position in Auckland where nurses were not encouraged into governance roles, Rhonda reminded everyone to celebrate that fact that nursing had so many nursing representatives (in differing roles) on the KCI Board.

NIL Report: - as circulated in the Korero - Main issue discussed was pay-parity.

Rhonda’s Slot:: - Rhonda is contracted for 3 months to recruit a nurse who is working towards Nurse Practitioner status, for the Kaipara. This position is funded for 3 years by MAPO, but the nurse need not be Maori. Contract Rhonda for Service Specs etc. Appointment expected by December, commencing in the new year.
Rhonda will then be looking for further employment in the Kaipara.

Open Forum/Panui: Primary Mental Health pilot and .5FTE Co-ordinator position discussed. 80 packages p.a. over a two year period of (6) counselling sessions available. Position to be employed by NH for the Mental Health Service .5FTE and .5FTE Co-ordinator, practicing out of Te Ha.

Health Promotion Banners (3) on display today – purchased through HP funding for use by all services in the Kaipara. A booking system is in place. Contact KCI.

Visit by Pauline Cook, Acting Chief Nursing Advisor to MOH on Friday 16th. All invited to powhiri or mihimihi in the morning, followed by meet/greet and general discussion, then a site visit. It was stated that this might be a chance to show support of the NIL positions in Northland and lobby for them to be extended. Discussion around the Kaipara role and how it might look in the future ensued.

Facilitator for the next meeting – Rhonda?

Meeting Closed: at 1.45pm with karakia by Rhonda

Next Meeting: Wednesday 5th October 2005, Nurses Lounge, Community Health.

Julie's Column

Kia ora folks,

PRIMARY MENTAL HEALTH PILOT COORDINATOR POSITON
There are some very significant developments taking place in the realm of Primary Care and Mental Health in Kaipara. This week saw the commencement of Aura Ropatini, the Coordinator here in Kaipara for the next 2 years of the Primary Metal Health Pilot. Aura is .5 as the Coordinator based in Te Ha, and .5 working with the community Mental Health team based with them at Community Health. Aura brings a wealth of knowledge and experience from her work in the acute setting at Whangarei Base hospital. Aura is orientating to Kaipara and once she has settled in will come to the Project Nurse meeting to meet with all of the nurses and share how she will be working.

SUBSIDISED COUNSELLING
In addition to the coordinator position, Kaipara has been funded for 80 packages of counselling for those people in Kaipara who need counselling and until now, have been unable to access it due to financial constraints. In addition, extra counsellors will be coming from Whangarei on a weekly basis to ensure those who wish to have counselling are able to.

PRIMARY MENTAL HEALTH WORKFORCE DEVELOPMENT SURVEY
Research from NZ and internationally, suggests about a third of people who consult their GP, have a mental health problem or illness at the time of the consultation, or have experienced one in the past year. For many people with mental health or addiction needs, the PHC sector will be their first point of contact with the health system. Picking up problems at the earliest possible time and providing the right setting can prevent distress and suffering, prevent some problems becoming more severe and enhance recovery.
(Ministry of Health 2005: Improving Mental Health 2005 – 2015 The Second NZ Mental health and Addiction plan 2005)
Manaia Health PHO on behalf of the 6 Northland PHOs is undertaking training needs analysis of Primary Health Care (PHC) staff across Northland. A survey will shortly be circulated for Practice Nurses, GPs and Reception staff to identify what they require to effectively meet the needs of people with mental health and addiction needs. An analysis of the survey responses will inform the development of a systematic Mental Health training/education program for PHC staff.

10,000 STEPS VIRTUAL WALK AROUND NEW ZEALAND WORKPLACE CHALLENGE

To help build fitness, lose weight; reduce tension, stress, anxiety & depression, have fun, feel more relaxed, live longer, sleep more soundly, decrease the risk of cancer, decrease the risk of Heart disease, have more energy, and make us feel gooood, the Virtual walk around NZ Workplace challenge is getting under way this week.!
3 teams across the Kaipara Health site are competing to be the first team to “virtually” walk around NZ. Good luck to all of you participants. By being more active ourselves, we stimulate action and raise awareness among those around us of the benefits of increasing physical activity. ( Of which I have mentioned but a few!).

VISIT BY PAULINE COOK, ACTING CHIEF NURSE AT THE MINISTRY OF HEALTH

Thank you to all of those Nurses who were able to make time to meet Pauline. She was welcomed to Kaipara with a Powhiri, which I know she appreciated very much. Pauline also attended the Regional Nurse Leadership Group meeting; minutes of that meeting will be available at the Project Nurse meeting or on request.
